Prohibits food vendors statewide from providing or distributing disposable service ware (straws, utensils, stirrers) unless customers request them or items are placed in self-service areas or dispensers, effective January 1, 2023.

Applies to all entities selling or providing prepared food in Hawaii, including restaurants, food trucks, convenience stores, pharmacies, grocery stores, and other food service establishments.

Requires the Department of Health to conduct education and outreach campaigns with community and business partners to facilitate implementation.

Establishes civil fines of $100 to $1,000 per day for food vendors who continue distributing prohibited disposable service ware after receiving a discontinuation order.

Preserves county authority to enact equal or more restrictive ordinances and allows counties to enforce this provision.
