Prohibits manufacture, sale, and distribution of food packaging items (wraps and liners, plates, food boats, and pizza boxes) containing intentionally introduced PFAS chemicals effective December 31, 2024.

Prohibits manufacture, sale, distribution, and use of class B firefighting foam containing intentionally introduced PFAS chemicals for training or testing purposes effective July 1, 2024, with an exception for use necessary to suppress petroleum fires.

Exempts from the firefighting foam prohibition any products where PFAS inclusion is required by federal law or regulations, though the department may adopt rules to restrict PFAS if federal regulations are amended to allow alternatives.

Requires class B firefighting foam manufacturers to notify retailers and purchasers by January 1, 2023 about the prohibition, recall prohibited products, and reimburse purchasers.

Establishes administrative penalties of $5,000 for first violations and $10,000 for subsequent violations by manufacturers of prohibited class B firefighting foam.
