Prohibits lodging establishments from providing complimentary single-use personal care products (shampoo, hair conditioner, bath soap) in small plastic bottles (less than 6 ounces) in sleeping rooms, spaces within sleeping rooms, or public bathrooms.

Compliance timeline: January 1, 2025 for establishments with more than 50 sleeping room accommodations; January 1, 2027 for establishments with 50 or fewer sleeping room accommodations.

Allows lodging establishments to provide bulk dispensers of personal care products and may provide bottled products upon request at locations outside sleeping rooms and public bathrooms.

Establishes penalties: first violation results in written warning; second or subsequent violations subject to fines up to $500 per day (maximum $2,000 annually) by the department, plus civil penalties of $500 for first violation and $2,000 for subsequent violations enforceable by the attorney general.

Applies to hotels, motels, resorts, bed and breakfast homes, vacation rentals, and transient accommodations, but excludes hospitals, nursing homes, prisons, homeless shelters, and long-term rentals.
