H.B. 1648 Summary

• Establishes the office on homelessness and housing solutions within the department of human services, headed by the governor's coordinator on homelessness who reports directly to the governor.

• Creates the homelessness and housing solutions special fund to receive legislative appropriations, gifts, donations, grants, and county matching funds for homeless services and housing solutions.

• Directs the office to identify system gaps, develop homelessness strategies including shelters and treatment facilities, create coordinated entry pathways, coordinate with state and county agencies, and maintain a statewide homelessness data clearinghouse.

• Requires the coordinator to submit annual progress reports to the legislature including performance metrics on homelessness reduction, housing inventory gaps, persons served and placed in permanent housing, and an inventory of vacant state-owned land.

• Appropriates funds from general revenues to the special fund and from the special fund to the office for administration and staffing for fiscal year 2022-2023, effective July 1, 2050.
