Amends Section 171-37, Hawaii Revised Statutes, to add conditions for withdrawal of lands from pasture leases for reforestation purposes.

Requires the division of forestry and wildlife to submit a funded action plan detailing the planned reforestation process before any lands in pasture leases can be withdrawn for reforestation.

Mandates that the board of land and natural resources must approve any withdrawal of pasture lease lands for reforestation purposes.

Adopts a recommendation from the Act 90 working group established by Act 139, Session Laws of Hawaii 2021, to address challenges in transferring non-agricultural park lands.

Takes effect on July 1, 2050.
