Establishes a pilot program within the Adult Mental Services Division of the Department of Health to expand county programs providing mental health professionals to assist first responders in responding to mental health crises in urban core areas with high homelessness rates.

Program applies to each county with a population exceeding 600,000.

Pilot program terminates on December 31, 2024.

Department of Health must submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2024 regular session convening.

Appropriates funding from general revenues for fiscal year 2022-2023, with effective date of July 1, 2050.
