Establishes a boundary review committee within the land use commission to resolve disputes regarding the location of district boundaries.

Allows state agencies, county agencies, or persons with property interest in land to petition the commission for a determination on district boundary location when a legitimate dispute exists.

Requires the boundary review committee to conduct a hearing within 60 to 180 days on the appropriate island, with findings and conclusions rendered within 180 days (extendable by up to 90 days by two-thirds committee vote).

Mandates notice of hearings to the office of planning and sustainable development, county planning departments, and all recorded property owners, with required appearance and recommendations from the petitioner, state planning office, and county planning department.

Takes effect July 1, 2050.
