Amends Section 46-80.5 of Hawaii Revised Statutes to expand the purposes for which counties may create special improvement districts beyond business activity restoration.

Authorizes special improvement districts to engage in environmental research, restoration, and maintenance; natural resource management; natural hazard mitigation; and climate change and sea level rise adaptation.

Allows districts to finance and coordinate federal, state, and county efforts for supplemental maintenance and security services, as well as other improvements that improve environmental conditions and provide community benefits.

Permits counties to establish boards or associations under Chapter 414D to manage special improvement districts and carry out activities prescribed in the authorizing ordinances.

Takes effect July 1, 2022.
