Expands mandatory insurance coverage for in vitro fertilization (IVF) procedures to include same-sex couples, unmarried women, and male-female couples with male infertility, removing gender-based restrictions from existing law.

Requires benefits to be "gender neutral," meaning any coverage available to opposite-sex married couples must also be available to same-sex couples and unmarried women regardless of marital status.

Reduces the infertility history requirement from five years to twelve months and adds same-sex couples as an eligible category for coverage.

Expands covered procedures to include those using oocyte donors or surrogates, allowing male couples and others to access fertility treatment benefits previously limited to heterosexual married couples.

Effective July 1, 2022; applies to individual and group health insurance plans but excludes the Medicaid program.
