• Requires gender nonbinary options be included on all state employment forms with voluntary reporting of gender identity by employees and applicants.

• Mandates annual reports to the legislature detailing progress toward hiring goals, specific actions taken to meet goals, with the Department of Education and University of Hawaii reporting through the Department of Human Resources Development.
