H.B. 168 Summary

• Amends Hawaii Revised Statutes Section 92-5(a) to add a new subsection (3) allowing state boards to hold closed meetings to consider witness and victim statements during investigations into officer or employee hiring, evaluation, dismissal, or discipline.

• Permits closed-door consideration of witness or victim information even when the employee concerned requests an open meeting, creating an exception to the existing open meeting requirement.

• Renumbers existing subsections (3) through (8) as subsections (4) through (9) to accommodate the new provision.

• Takes effect on July 1, 2021.
