H.B. 1681 Summary

• Establishes statewide regulation of transportation network companies requiring permits from the Department of Transportation with an annual fee up to $25,000.

• Requires transportation network companies to implement fare transparency, display driver photos and vehicle license plates, provide electronic receipts, and maintain agents for service of process in Hawaii.

• Sets driver qualification standards including minimum age of 19, valid driver's license, current vehicle registration and insurance, national and local criminal background checks, and driving history review; prohibits drivers with felonies, sex offenses, or serious traffic violations within specified timeframes.

• Mandates non-discrimination policies regarding riders based on destination, race, color, national origin, religion, sex, disability, age, sexual orientation, or gender identity; requires accommodation of service animals without additional charges.

• Makes permanent the motor vehicle insurance requirements for transportation network companies and drivers established by Act 236, which was previously scheduled to expire September 1, 2023.
