Authorizes the Department of Budget and Finance to issue special purpose revenue bonds to assist Next Level Solutions Group Inc. in developing a waste-to-energy facility in Hawaii.

Establishes that waste-to-energy technology development qualifies as an industrial enterprise project under Part V, Chapter 39A of the Hawaii Revised Statutes.

Allows the Department to issue refunding bonds after June 30, 2027, in compliance with federal tax exemption requirements for bond interest.

Authorization to issue bonds under this Act expires on June 30, 2027.

Act takes effect July 1, 2100 (note: bond amount not specified in bill text).
