Director of Transportation shall establish and implement a digital identification pilot program administered by examiners of drivers in each county, with assistance from the Office of Enterprise Technology Services.

Mobile application must include user enrollment via government-issued ID validation, display of digital identification with all required information under Hawaii Revised Statutes chapter 286, authentication and verification for wireless devices, and functionality without cellular or wireless connectivity.

Director shall assess existing infrastructure, make necessary upgrades, deploy the application to focus groups for testing at no cost, and coordinate with Attorney General, Department of Business Economic Development and Tourism, Department of Human Services, Hawaii Tourism Authority, and county governments.

Automatic voter registration shall be included in the pilot program; law enforcement version to be developed and field-tested in coordination with applicable agencies.

Director shall submit findings and recommendations to the legislature no later than twenty days before the regular session of 2023; act takes effect July 1, 2050 and repeals June 30, 2025.
