Eliminates the separate $1 registration fee for U-drive motor vehicles, subjecting them to the same $2 base registration fee as all other motor vehicles.

Increases the maximum allowable additional registration fee from $2 to $10 per vehicle certificate, to be established by county ordinance.

Authorizes counties to use registration fee revenue for three purposes: highway beautification, abandoned vehicle disposition costs, and mitigation of tourism-related traffic congestion.

Renames the revolving fund to "the highway beautification, abandoned vehicle, and tourism-related traffic congestion revolving fund" to reflect the expanded allowable uses.

Effective January 1, 2023.
