• Mandates shippers provide written notification to the county fire department of the shipment's expected landing date at the time shipping is booked

• Authorizes county fire departments to board vessels and inspect shipments declared on the shipping manifest as fireworks or pyrotechnic articles while the vessel is in their county's jurisdiction

• Establishes that vessels containing fireworks shipments are subject to the jurisdiction of the fire department in the county where the vessel lands
