Lowers the minimum age for commercial driver's licenses in Hawaii from 19 years old to 18 years old.

Removes the requirement that young commercial drivers operate only category 3 vehicles, allowing 18-year-olds to operate any permitted vehicle type.

Eliminates the separate intrastate driver certification requirement for commercial driver's license applications, making certification requirements uniform for both intrastate and interstate drivers.

Directs the Department of Transportation to adopt or amend administrative rules under Chapter 91, Hawaii Revised Statutes, to implement the new minimum age requirement.

Takes effect on January 1, 2050.
