Amends Section 46-13.1, Hawaii Revised Statutes, to change how compensation benefits are calculated for volunteer firefighters injured or killed in the line of duty.

Replaces the fixed rate of $18 per week with "equivalent firefighter pay based on years of service and rank" as the basis for determining compensation benefits.

Maintains that volunteer firefighters are entitled to workers' compensation benefits under Chapter 386 when injured or killed while training or performing duty.

Allows county councils to determine subsistence allowances for volunteer personnel, officers, and firefighters.

Takes effect upon approval.
