Amends Hawaii Revised Statutes Section 166-11 to allow the Department of Agriculture to extend agricultural park leases for an additional 30 years if the current lease has 15 years or less remaining.

Extension eligibility is limited to leased land that is 25 acres or less in size and located in a county with a population of less than 500,000.

Maintains existing requirements for lease negotiations including fair market value appraisals, annual rent payments, premium calculations at 25% of annual rent, and recovery of departmental conversion costs.

Preserves the original eligibility criteria for lease holders: those holding revocable permits as of July 1, 1996, or those who held expired leases and continued occupying state land, and who do not own 25 acres or more of agriculturally-zoned land individually or jointly with a spouse.

Takes effect upon approval.
