Prohibits manufacture, distribution, and sale of single-use plastic bottles and rigid plastic containers designed to hold 16 fluid ounces or less, effective January 1, 2024.

Prohibits manufacture, distribution, and sale of single-use plastic bottles and rigid plastic containers designed to hold more than 16 fluid ounces, effective January 1, 2025.

Maintains existing requirement (effective January 1, 1992) that all plastic bottles and rigid plastic containers sold in Hawaii must display labeling indicating the plastic resin type using standardized numbering and abbreviations (PETE 1, HDPE 2, V 3, LDPE 4, PP 5, PS 6, OTHER 7).

Establishes phased approach to single-use plastic prohibition, with smaller containers banned first, followed by larger containers approximately one year later.

Takes effect upon approval.
