Amends Hawaii Revised Statutes Section 390-5 to add exceptions to child labor laws for minors participating in youth vocational training programs, internships, registered apprenticeships, and approved vocational or career education programs.

Defines "youth vocational training program or internship" as a state-recognized program requiring a written agreement between employer, school, student, and parent/guardian with specific provisions for supervision, safety training, and skill development.

Requires written agreements to specify that work is incidental to training, provide direct supervision by qualified personnel, include safety instruction correlated with on-the-job training, and outline a planned program leading to skill certificate awards.

Mandates that student tasks shall not replace professional labor and that written agreements must be signed by employer, school career and technical education coordinator, principal, and student's parent or legal guardian and kept on file.

Takes effect upon approval.
