• Allows standard telephone contacts to qualify as telehealth for behavioral health services, in addition to video conferencing and other digital communication methods.

• Requires insurance reimbursement for behavioral health services delivered via standard telephone contacts to be equivalent to reimbursement for face-to-face services.

• Amends telehealth definitions in HRS Sections 346-59.1, 431:10A-116.3, 432:1-601.5, and 432D-23.5 to include telephone contacts as an exception for behavioral health services.

• Addresses barriers to mental health care access for vulnerable populations including elderly, low-income, rural, and underserved patients who lack broadband capabilities or technological proficiency.

• Takes effect upon approval.
