Expands the Hawaii Promise Program to provide need-based scholarships to qualified undergraduate students at four-year University of Hawaii campuses, in addition to the existing community college program.

Four-year campus students must be Hawaii residents, complete the Free Application for Federal Student Aid annually, be enrolled in degree or certificate programs with at least 12 credits per semester, maintain satisfactory academic progress, and have unmet direct cost needs.

Scholarships cover unmet direct costs including tuition, educational fees, books, supplies, and transportation, awarded on a greatest need basis up to 8 semesters of eligibility.

Appropriates unspecified general revenues for fiscal year 2022-2023 to establish and implement the expanded Hawaii Promise Program and provide scholarships.

Effective date is July 1, 2050.
