Amends Section 353L-3 of Hawaii Revised Statutes to clarify that the comprehensive offender reentry system ensures inmates are released on parole when their minimum term (rather than maximum term) has been served.

Requires the correctional oversight commission to work with the Department of Public Safety and Hawaii Paroling Authority in monitoring reentry programs, educational and treatment services, work furloughs, and parole oversight.

Empowers the commission to make recommendations to the Department of Public Safety, Hawaii Paroling Authority, and the legislature regarding reentry and parole services.

Effective date: July 1, 2050.
