HB 1741 Summary

• Requires the Department of Human Services to establish a pilot visitation and family resource center at Waiawa Correctional Facility on Oahu, beginning August 1, 2022, to serve children and families of incarcerated individuals.

• Center shall be operated by a contracted non-profit organization and staffed with trauma-informed professionals who serve as liaisons for families affected by incarceration.

• Requires a working group led by DHS to determine initial and annual costs for the sustainable center and submit findings and recommendations to the legislature no later than twenty days prior to the 2023 regular session.

• Appropriates $305,000 to the Department of Human Services and $115,000 to the Department of Public Safety for fiscal year 2022-2023 to establish the pilot center.

• Takes effect July 1, 2022.
