Increases board of agriculture membership from 10 to 13 members to include dedicated representation from Molokai, Lanai, and Oahu islands.

Changes references from "county" to "island" for existing Hawaii, Maui, and Kauai board representatives.

Maintains four at-large member positions and three ex officio voting members (chairperson of board of land and natural resources, director of business, economic development, and tourism, and dean of University of Hawaii at Manoa college of tropical agriculture and human resources).

Requires that a majority of board members be from the agricultural community or agricultural support sector.

Takes effect July 1, 2050.
