Appropriates funds from general revenues to support four TEFAP food banks: Hawaii Foodbank, Inc. (Honolulu), Maui Food Bank, Inc. (Maui), Hawaii Foodbank, Inc.'s Kauai branch (Kauai), and The Food Basket, Inc. (Hawaii county) for fiscal year 2022-2023.

Addresses documented food insecurity affecting one in six Hawaii residents and nearly one in four children, with projections of the second-highest child food insecurity rate in the nation.

Allocation formula distributes funds as follows: 1% to Department of Labor and Industrial Relations' Office of Community Services for administration, 10% to each county food bank for administrative expenses, and remainder to each county food bank for food purchases, all based on county poverty population (SAIPE formula).

Funds support food bank operating expenses including staffing, transportation, food purchase, storage, and distribution.

Takes effect July 1, 2050.
