HB 1749 Summary

• Establishes a supportive housing task force within the Department of Human Services to address the shortage of 10,457 housing units for households with incomes below 30% of area median income.

• Task force shall determine housing unit needs by county, set production goals, secure funding for capital improvements and rental assistance, and develop supportive housing best practices.

• Task force membership includes representatives from state agencies (Department of Human Services, Department of Health, Hawaii Housing Finance and Development Corporation), all four county housing authorities, nonprofit organizations Partners In Care and Bridging the Gap Hawaii, legislative members appointed by House Speaker and Senate President, housing developers, and individuals with lived experience of homelessness.

• Requires interim report to legislature no later than 20 days before 2023 regular session and final report no later than 20 days before 2024 regular session; task force terminates June 30, 2024.

• Appropriates funds from general revenues for fiscal year 2022-2023 to support task force operations including one full-time planner or specialist position; effective date July 1, 2050.
