Adds exemption from environmental impact statement and environmental assessment requirements under Hawaii Revised Statutes Chapter 343 for new affordable housing construction meeting specified conditions.

Exemption applies when use of state or county lands or funds, or location within Waikiki, is the sole trigger for compliance with environmental review requirements.

Requires that proposed affordable housing projects be consistent with existing county general plan or development plan classifications that allow housing.

Prohibits exemption for projects requiring variances for shoreline setbacks or siting in environmentally sensitive areas including flood plains, tsunami zones, sea level rise exposure areas, beaches, erosion-prone areas, geologically hazardous land, estuaries, fresh water, or coastal waters.

Defines "affordable housing" according to the controlling law applicable to the proposing agency or approving agency.
