Allows counties to adopt ordinances permitting up to one dwelling unit per quarter-acre in rural districts, instead of the current maximum of one dwelling per half-acre (21,780 square feet).

Requires all dwelling houses in rural districts to be consistent with the county general plan and community development plans.

Changes minimum lot size references from half-acre to quarter-acre in rural district provisions, while maintaining half-acre minimum lot size requirements for low-density residential uses.

Permits within subdivisions one lot of not less than one-quarter acre (replacing the current 18,500 square feet minimum) with equivalent residential density allowed by the land use commission for good cause.

Effective date: July 1, 2050.
