Establishes housing choice voucher landlord incentive program requiring the Hawaii Public Housing Authority to adopt rules providing: up to one month rent reimbursement for vacant dwelling units between section 8 tenancies or during initial transition to the program, and up to one month signing bonus when landlords first join the program and secure a section 8 tenant (not both).

Requires the Hawaii Public Housing Authority to adopt or amend rules by July 1, 2023 establishing a maximum of fifteen days after receipt of an owner's inspection request as the reasonable timeframe to inspect dwelling units for lease under the section 8 housing choice voucher program.

Appropriates $1,450,000 for fiscal year 2022-2023 to fund the landlord incentive program established in this Act and the existing program under Act 215, Session Laws of Hawaii 2019.

Appropriates $50,000 for fiscal year 2022-2023 to establish two full-time housing quality standards inspector II positions within the Hawaii Public Housing Authority to facilitate dwelling unit inspections and related program duties.

Takes effect July 1, 2022.
