Allows temporary permits to be issued to registered nurses and licensed practical nurses licensed in territories or foreign countries while their endorsement applications are being verified and reviewed.

Expands eligibility for temporary work permits beyond nurses licensed in other U.S. states to now include those from U.S. territories and foreign jurisdictions.

Applies to applicants seeking state licensure by endorsement who have valid, unencumbered licenses from another jurisdiction and can work for Hawaii employers during the application process.

Addresses Hawaii's nurse shortage, which saw nearly 5,000 nurses leave the profession between 2019 and mid-2021, reducing the active workforce from 33,410 to 28,548.

Becomes effective upon approval of the Governor.
