• Applicants may establish identity and residency through a broad range of acceptable documents including consular identification, passports, birth certificates, utility bills, school transcripts, wage stubs, tax returns, social security cards, foreign driver's licenses, and other documents designated by the director.

• Prohibits discrimination against persons who apply for or hold limited purpose identification cards and prevents the card from being used as basis for criminal investigation, arrest, or detention based on citizenship or immigration status; all application documents and information are confidential.

• Persons already holding REAL ID documents are ineligible for limited purpose cards; applications use standard procedures and fees as non-limited purpose identification cards, with validity and renewal following standard identification card expiration rules.
