Requires the Executive Director of the Office of Language Access to submit an annual report to the Governor and Legislature no later than twenty days before each regular session detailing state agency and covered entity compliance with language access laws.

Annual report must include information on complaints of noncompliance with language access requirements, resolution of complaints, and recommendations to enhance language access in the State.

Appropriates funds for fiscal year 2022-2023 to establish one full-time equivalent Limited English Proficiency Language Coordinator position in the Office of Language Access.

Appropriates funds for operating expenses of the Office of Language Access to collaborate with all state departments to ensure compliance with state and federal language access laws.

Appropriates funds for the Office of Language Access to develop a comprehensive statewide plan to increase language access.
