Appropriates $12,000,000 from the state parks special fund for fiscal year 2022-2023 to increase the fund's expenditure ceiling from $93,312.

Directs funds to the Department of Land and Natural Resources for maintenance, management, public safety, and repairs at state parks under Hawaii Revised Statutes section 184-3.4.

Establishes that appropriated revenue from out-of-state visitor fees collected at nine state parks will be reinvested into the state park system to address maintenance needs caused by increased visitation.

Addresses the state park system's chronic understaffing (128 positions for 50 park units and 30,000 acres) and aging infrastructure despite being one of the top twenty most-visited state park systems in the nation.

Effective date: July 1, 2050.
