Increases Hawaii's minimum wage to $11.50 per hour on January 1, 2023, with subsequent annual increases to $13.00 (2024), $14.50 (2025), $16.00 (2026), and $18.00 (2027)

Beginning September 30, 2027, and annually thereafter, requires the Department of Labor and Industrial Relations to calculate an adjusted minimum wage rate using the Honolulu region consumer price index, rounded to the nearest five cents

Adjustments to the minimum wage may not result in a lower rate than the previous year and are capped at a maximum 10% annual increase

Repeals existing provisions allowing a tip credit for tipped employees, requiring all employees to receive the full minimum wage from their employer
