Amends Section 353H-2.5 of Hawaii Revised Statutes to require the offender reentry office within the Department of Public Safety to develop and implement a risk needs assessment tool specifically designed to assess the needs of female offenders.

The offender reentry office must ensure reentry needs of incarcerated persons are evaluated and met effectively, match offenders to appropriate programs and services, and monitor their progress.

Requires the offender reentry office to collaborate with community correctional centers, the Hawaii paroling authority, and community partners including organizations, businesses, and concerned citizens.

Department of Public Safety must submit a compliance report to the legislature no later than twenty days prior to the convening of the regular session of 2023.

Effective date is July 1, 3000 (appears to be a drafting error, as this date is far in the future).
