HB 1786 Summary

• Renames the "Hawaii Workforce Development Council" to the "Hawaii Workforce Development Board" throughout state statutes.

• Establishes board composition including the governor or designee, legislative representatives, county mayors, state agency directors, and 13 private sector members (business leaders, nonprofit organizations, and labor representatives).

• Requires the state workforce development board and local workforce development boards to develop written conflict of interest policies consistent with federal Workforce Innovation and Opportunity Act (P.L. 113-128) and state law.

• Prohibits board members from voting on or participating in discussions regarding services they provide or matters providing direct financial benefit to themselves or their immediate family.

• Transfers workforce development board administrative functions to the Department of Labor and Industrial Relations, with the director appointing the executive director instead of the board.

• Effective July 1, 2023.
