• Establishes the Waiakea Peninsula on Hawaii Island as a redevelopment district for public lands classified for commercial, industrial, hotel, apartment, motel, or resort use.

• Creates a Waiakea Peninsula Redevelopment District Working Group consisting of state officials (board chair, land division administrator, planning director) and county representatives to assess redevelopment challenges and make recommendations.

• Requires the working group to prepare a comprehensive redevelopment plan including district policies, improvement programs, public facilities, development guidelines, lease terms, and interim development controls.

• Grants the Board of Land and Natural Resources authority to withdraw dormant or underutilized public land from existing leases for higher priority state needs or purposes, with retroactive application to all existing leases.

• Appropriates general revenue funds for fiscal year 2022-2023 to establish and operate the working group, including planning and consultant services; effective date July 1, 2050.
