Changes the appointment process for the labor representative on the Hawaii Labor Relations Board from a three-person nominee list to a single nominee selected by simple majority vote of exclusive representatives.

Requires the Governor to submit the labor representative nominee to the Senate for advice and consent within 20 days of receiving the nominee's name from exclusive representatives.

Allows exclusive representatives to submit the nominee's name directly to the Senate for confirmation if the Governor fails to appoint the person or transmit their name to the Senate within the 20-day deadline.

Maintains the three-member composition of the Hawaii Labor Relations Board with one management representative, one labor representative, and one public representative chairperson, each serving six-year terms.
