Appropriates and authorizes funds for collective bargaining cost items negotiated with the exclusive representative of collective bargaining unit (1) for fiscal biennium 2021-2023, with all funding amounts set at zero dollars.

Applies to multiple state departments including the Department of Education, Judiciary (chief justice), and Hawaii Health Systems Corporation for salary increases and cost adjustments.

Directs the Director of Finance to allot appropriated funds to appropriate state departments and the Hawaii Health Systems Corporation for expenditure in respective fiscal years.

Provides that salary increases and cost adjustments paid from federal, special, or other funds shall be paid wholly or proportionately from those respective fund sources.

Takes effect on July 1, 2022, with any unencumbered or unexpended funds lapsing as of June 30, 2023.
