Establishes a public employees' compensation appeals board within the department of accounting and general services to hear appeals on the repricing of job classes.

Board composition includes one member nominated by each jurisdiction head and one member nominated by each employee organization, with certain bargaining units (1, 2, 3, 4, 6, 8, 9, 10, 13, 14, 15) nominating two members each.

Allows affected persons to file repricing appeals within 30 days of ratification or agreement, or anytime after a class has not been repriced for three years; hearings must occur within one year and at least 30 days' notice must be given.

Board decisions on repricing are binding on all jurisdictions and retroactive to the filing date; petitioners denied repricing are precluded from refiling for that class for two years.

Appropriates general revenues for fiscal year 2022-2023 to establish the board and amends collective bargaining law to allow repricing determinations by the appeals board in addition to negotiation or employer discretion.
