Department of Health must develop and implement standardized quality metrics by July 1, 2024 to track healthcare processes and outcomes for patients with opioid use disorders, in compliance with federal Substance Abuse and Mental Health Services Administration standards.

Department of Health must implement value-based purchasing based on standardized metrics by January 1, 2025, applicable to all state health and human services purchases entered into after that date.

Health service providers must collect and report data on: prescribed opioid levels, inpatient/emergency department use for opioid use disorders, duration of opioid use disorder medications, retention in treatment, and counseling rates.

Department of Health must submit annual reports to the legislature no later than twenty days before each regular session, including compiled data and updates on value-based purchasing implementation.

Establishes a working group within the Department of Health to evaluate operational and clinical model shifts needed by substance use disorder treatment providers, with membership from the director of health, one senator, one representative, and invited representatives from Hawaii Substance Abuse Coalition and Hawaii Medical Service Association; working group to report findings by twenty days before 2023 regular session and ceases to exist June 30, 2023.
