Establishes a healthy soils grant program within the Hawaii Department of Agriculture to promote soil health and carbon sequestration practices.

Requires the department to define "healthy soils" and "healthy soils practices," create a statewide soil health assessment, and provide farmers with education and technical assistance.

Establishes standards for the grant program based on greenhouse gas sequestration task force findings, including minimum soil carbon and water content levels and required soil health practices.

Creates a special fund for the healthy soils grant program to receive legislative appropriations and support program implementation and grant awards.

Requires the department to submit annual reports to the legislature detailing program status, progress, and any proposed legislative recommendations, due no later than twenty days before each regular session.
