Directs the Public Utilities Commission to adopt guidelines requiring electric utilities to develop load management plans that integrate distributed energy resources and energy efficiency before interconnecting new residential, commercial, or industrial developments that trigger infrastructure upgrade costs exceeding a commission-determined threshold.

Requires load management plans to study and integrate customer-sited distributed energy resources and energy efficiency measures, with commission approval criteria including the potential to defer or avoid infrastructure upgrade costs.

Establishes commission authority to set maximum timeframes for utilities to submit load management plans and for the commission to review and issue determinations on those plans.

Allows the commission to approve cost recovery mechanisms for utilities that develop and implement approved load management plans for qualifying interconnection applications.

Exempts electric vehicle charging infrastructure applications from the load management plan requirements.
