Establishes the Pulehunui community development district on Maui comprising four specified tax map key (TMK) parcels: 2-3-8-008-001, 2-3-8-008-007, 2-3-8-008-037, and 2-3-8-008-038.

Creates a Pulehunui community development district board placed under the Hawaii Community Development Authority and attached to the Department of Business, Economic Development, and Tourism, consisting of eight voting members including state directors, a cultural specialist, legislative nominees, and two district representatives.

Authorizes the board to secure federal financial aid, issue bonds, borrow funds, procure insurance guarantees, and execute contracts for planning, design, development, construction, and maintenance work within the district.

Establishes the Pulehunui community development district special fund in the state treasury to receive revenues, grants, donations, assessments, and legislative appropriations for administering and operating the district.

Requires the board to submit annual comprehensive development reports to the legislature at least 20 days before each regular session and establishes development policies protecting archaeological sites, endangered species, and coordinating with county and state plans.
