H.B. 1832 Summary

• Establishes a process for the joint legislative management committee to seek, examine, and recommend candidates to fill legislative service agency director vacancies within 120 days of a vacancy occurring.

• Requires the committee to convene meetings within 30 days of a vacancy and hold a public hearing on selected candidates before making a joint recommendation to each chamber.

• Protects applicant pool data and committee deliberations from public disclosure under chapter 92F, while keeping the public hearing itself open.

• Reduces joint legislative management committee membership from ten to eight members (four representatives appointed by the Speaker and four senators appointed by the President of the Senate), removing the requirement to include legislative management committee chairpersons.

• Allows each chamber to determine by rule its own process for adopting the joint recommendation, establishing additional deadlines, and deciding whether a recommended candidate may serve in an interim or acting capacity if both houses do not adopt the recommendation.
