Authorizes counties to reclassify lands between 15 and 100 acres in rural, urban, and agricultural districts (excluding important agricultural lands) without Land Use Commission approval, provided at least 50% of housing units are set aside for persons and families with incomes at or below 140% of area median income.

Allows county land use decision-making authorities to handle district boundary amendments for qualifying affordable housing projects, streamlining the approval process by bypassing the state Land Use Commission.

Enables consolidation of state land use district boundary amendment proceedings with county general plan, development plan, and zoning proceedings.

Maintains existing Land Use Commission jurisdiction over conservation district lands, important agricultural lands, and projects larger than 100 acres.

Takes effect upon approval and is intended to facilitate larger-scale affordable housing development projects by making infrastructure costs economically feasible for counties.
