Amends Hawaii Revised Statutes Section 571-87 to increase compensation rates for court-appointed counsel and guardian ad litem services, with specific hourly rates to be determined (current bill leaves amounts blank).

Authorizes payments exceeding maximum fees when the court certifies extraordinary circumstances and the administrative judge approves the excess payment.

Appropriates funds from general revenues for fiscal year 2022-2023 to cover service contracts, guardian ad litem contracts, and court-appointed counsel contracts, with effective date of July 1, 2050.
