Restricts leaf blower operation in residential zones and within 100 feet of residential zones in urban land use districts to 8:00 a.m. to 6:00 p.m. on weekdays and 9:00 a.m. to 6:00 p.m. on Sundays and state/federal holidays.

Establishes escalating fines for violations: $50 for first offense, $100 for second, $200 for third, and $500 for each subsequent violation.

Removes exemption previously granted to government entities and their agents from leaf blower restrictions.

Defines "residential zone" to include residential districts, apartment districts, and business mixed use districts.

Allows counties to adopt more restrictive rules or ordinances regarding leaf blower use, with the stricter requirement applying in case of conflict with state law.
